The Institute team has deep expertise in performance improvement, school improvement, human capital management, credential development, talent management, and adult training and development. The team is equally experienced in school turnaround, and continuous improvement at the state agency, local education agency and school levels. The Institute’s focus on implementation for sustainability helps those they train and support to meet their goals and maintain gains in improvement over time.

Institute CEO and President

Deb Page, CPT, CPIF, HPLJ, co-founded the Institute in 2010 to provide training and certification for performance improvement facilitators. She and Dr. Judith Hale researched the practices of highly effective professionals who guide collaborative performance improvement, and codified and validated performance standards which are the basis of the Certified Performance Improvement Facilitator™ and Certified School Improvement Specialist™ certifications and related development programs. As a senior executive for a Fortune 20 company, she led human capital management, quality management, and performance improvement. She led the start-up of the Georgia Leadership Institute for School Improvement. Her first book The School Improvement Specialist Field Book (2013) was co-authored by Dr. Judith Hale and received ISPI Outstanding Communication Award. They recently released the 2nd edition, with co-author Dr. Jean Quigg. The three published their newest book, Facilitating Shared Success: The Practical Guide to Leading Collaborative School Improvement from Solution Tree, along with coauthor, Dr. Kayla Duncan. She is a Certified Performance Technologist and earned the Brinkerhoff High Performance Learning Journey global certification in 2018.

Co-Founder and Lead Instructor

Her firm, Hale Associates, has worked with clients in all industries in the private and public sectors for more than 25 years. Judith has served as president of the International Society of Performance and Improvement (ISPI). She is currently a member of the Human Resource Management Advisory Committee for the Forbes School of Business and Technology at Ashford University. In the past she has served as president of the International Board of Standards for Training, Performance, and Instruction (IBSTPI) and on task forces undertaking research related to credentialing. She has served on the ISPI President’s Advisory Council and on the Illinois Occupational Skills Standards Credentialing Council. Judith provides training through the Hale Center and speaks regularly at international and national conferences on subjects related to competence, credentialing, evaluation, implementation, assessment, and performance improvement. Her book The School Improvement Specialist Field Book (2013) was co-authored by Deb Page and received ISPI Outstanding Communication Award. Judy is also the author of the popular and award winning resource about certification – Performance-Based Certification: How to design a valid, defensible, cost-effective program, 2nd ED (2012), the best-selling resource on performance improvement consulting – Performance Consultant’s Fieldbook: tools and techniques for improving organizations and people, 2nd Ed (2007); Outsourcing Training and Development (2006); Performance-based Management: What every manager should do to get results (2003); Performance-Based Evaluation: tools and techniques for measuring the impact of training (2002); The Training Manager’s Competencies (1989); and co-author of Achieving a Leadership Role for Training (1995).

Dr. Quigg serves as National Certification Director and Senior LAUNCH! Co-instructor. She is co-author of the LAUNCH!™ Learning Experience, develops performance-based courses, and provides school improvement consulting support to school districts. She is a retired School System Superintendent and a former Assistant Superintendent for Curriculum and Instruction, principal, assistant principal, reading specialist and elementary teacher. She has deep practical expertise in school improvement, standards-based instruction and grading, development of benchmark tests, and Career Academies. Her experiences in education span 40 years in urban, suburban, and rural school systems. She is a Certified School Improvement Specialist™ (CSIS) and also earned her Instructional Design (ID (ILT)) Certification and Brinkerhoff High Performance Learning Journey Certification in Adult Learning Design. She Co-leads the Principal Supervisor Learning Experience. She is co-author of The School Improvement Specialist Field Guide and Facilitating Shared Success: The Practical Guide to Leading Collaborative School Improvement (Solution Tree, 2025).

Dr. Donna Hinton is a recently retired School Superintendent with deep expertise in working with high-poverty rural schools. She also worked for two years coaching district and school leaders and academic coaches in LAUNCH!™ in her rural district, and connected the work of LAUNCH!™ to build strong employer relationships and partnerships to support student success and local workforce development. She earned the Brinkerhoff High Performance Learning Journey Certification in Adult Learning Design in 2020.

Vangie Altman, CSIS, serves as a coach for the LAUNCH!™ Learning & Performance Journey for school improvement facilitators. Recently retired after serving many years as an Education Recovery Specialist for the Kentucky Department of Education, Vangie has deep experience in guiding school improvement with teachers and leadership teams. She is a former Gifted and Talented Coordinator for Campbellsville Independent School District. She served as the Region 6 Representative for Kentucky’s National Board of Professional Teaching Standards (NBPTS); trained teachers and leaders in Thoughtful Education Engagement Tools and Strategies; established a Journalism program for gifted/talented students utilizing multiple technology programs to enhance writing skills, spotlight student achievement, and provide communication for students and their families; established Campbellsville University’s Leadership Consortium for Campbellsville Middle and High School’s G/T students; and created the Campbellsville Chamber of Commerce Community Adult and Senior High School Leadership Program. She completed the LAUNCH!™ Learning & Performance Journey and earned the Certified School Improvement Specialist certification in 2015.

The Institute partners with Promote International to support state and local education agencies to use the Promote Learning and Performance Platform to develop and coach educators using the power of social learning, performance coaching, and other proven practices that increase learning transfer to performance and results.
